RRS [1] code was created based on Layer index [2], now the only missing part for made a merge of the two code bases it's the un-modularized update script [3], it need to be re-factored in a better way based on RRS work [4].

So the RRS codebase has now been merged into the layer index, but based upon the way the RRS update works I don't believe it's practical to merge it into the normal update script as it stands.
