People should be able to delete the custom images they no longer want.

we should probably tackle all delete features within 2.2: see also bug 6238 and bug 9184

Updated the design to use a confirmation dialog, as with deleting imported layers.

Presentation changes to the "actions" section in the left navigation of build history pages, add adding changes needed to the delete layer functionality for consistency.
