"Qt3-Azov Tests" couldn't be tested now because qt3 library is absent in lsb-image.

I think qt3 should be  merged into poky if we want to meet LSB requirement. 
We have tested qt3 by LSB Test Suite here, it have passed.

Add a new layer "meta-qt3". After test on qemux86,qemux86-64,enmenlow. Qt3 pass lsb test.
