- Evaluate the need for any of the models in bldcontrol/models 
- clean up the localhostbecontroller (get rid of weird data structures like gitrepos)
- Possibly kill off bldcontrol app and merge in with toastergui
- Handle non-git layers
- Remove dead subclasses of becontroller

Part of the code cleanup work, so moving to 2.2.
