Neon is officially released now, so eclipse-poky should be updated to build and run on Neon. It is probably time to consider dropping kepler support.

I have a local tree building and running. It was a fair amount of effort over the weekend and needs to be cleaned up and packaged for public consumption.

The necessary mirrors have been updated, so that we are not dependent on Eclipse mirrors.
