Bug 11400

I wanted to try using rpmspec to parse a spec file, but it looks as though the binary we build with rpm-native isn't being relocated properly as it is attempting to read from rpm-native's recipe sysroot which isn't expected to contain any files from rpm-native itself unless you explicitly populate them. Here's some diagnostics from within a devshell for modutils-initscripts (a recipe I selected at random which happened to have rpmspec in its sysroot).
