It appears that libxml-parser-perl-ptest package does not have libxml-parser-perl in RDEPENDS (XML/Parser.pm missing). The solution is probably to add ${PN} to RDEPENDS in the ptest-perl.bbclass:

In a minimal image, all tests still fail, likely due to missing perl module dependencies. A number of dependencies for libxml-parser-perl (in particular for Test::Builder and Test2::API) were missing in perl-rdepends.txt. Possibly fixed with: https://patchwork.openembedded.org/series/17926/ This did not attempt to address the missing XML/Parser.pm however, as it did not show up as a problem with core-image-minimal or core-image-full-cmdline.
