lib32 core image sato log

When trying to build lib32-core-image-sato-sdk I have the following error, saying that kernel-dev package is missing:

Reopening this since #2918 https://bugzilla.yoctoproject.org/show_bug.cgi?id=2918 is still in "Accepted" status. Will be closed when 2918 will be set to verified-closed.
