Unfortunately I'm currently blocked from looking into this by bug #2931.
I think the problem here is that kernel-dev is legitimately not available for any multilibs since the kernel is only built for the base architecture. The question is how can we teach the image/rootfs code this?

No change; I still haven't determined the appropriate way to figure out which packages should not have the prefix applied.
The kernel-dev issue has been fixed (commit 1674541ed83fa4645f2e078f65fe0f878527ee6e). This is unlikely to be smart's fault. If the dependency exists and can't be satisfied, it will legitimately throw up an error.
