This has come up already (see bug 1598). At the time our thinking was that updating the layer should be a manual operation rather than something automatic within the build process itself. I've recently discussed this again with Richard, and because it would require a double-parse it's unlikely that we would implement this as having URLs in bblayers.conf. Therefore I think this really is a duplicate of bug 1598.
