If a layer is defined in the BBLAYERS variable with a prefix such as a git:// reference it would be ideal if the layer could be dynamically fetched, expanded and used.

This has come up already (see bug 1598). At the time our thinking was that updating the layer should be a manual operation rather than something automatic within the build process itself.

I've recently discussed this again with Richard, and because it would require a double-parse it's unlikely that we would implement this as having URLs in bblayers.conf. Therefore I think this really is a duplicate of bug 1598.

(We really ought to have had this discussion much earlier - my apologies.)
