Tagging all files under /etc as CONFFILES is not acceptable so we have to 
audit all recipes to ensure the each one has identified configuration files properly.

This will likely be an ongoing activity across layers but we should start with oe-core recipes for the 1.9 release.

I've put this ER into the future milestone due to increasingly limited staff levels.

This would be nice to do but I don't think anyone involved in the project will take the time to do it. We can fix individual problems as they arise instead.
