Tagging all files under /etc as CONFFILES is not acceptable so we have to audit all recipes to ensure the each one has identified configuration files properly. See: https://bugzilla.yoctoproject.org/show_bug.cgi?id=5200 This will likely be an ongoing activity across layers but we should start with oe-core recipes for the 1.9 release.
I've put this ER into the future milestone due to increasingly limited staff levels.
This would be nice to do but I don't think anyone involved in the project will take the time to do it. We can fix individual problems as they arise instead.
