Several issues are present preventing it from proper functioning:
 1. createrepo scripts (/usr/bin/createrepo) is not installed
    Seems that some $(PACKAGE) in the patch fix-native install should be renamed to $(PKGNAME)

 2. host python not working to run the script
    $SYSROOT/usr/lib/python2.6/site-packages/ now has some libraries, these can't be found by host python (/usr/bin/python), so error occurs, suggesting to modify the driver script, i.e., in /usr/bin/createrepo :
     -exec /usr/share/createrepo/genpkgmetadata.py "$@"
     +exec @PYTHON@ @DATADIR@/createrepo/genpkgmetadata.py "$@"
   and change @PYTHON@ to either /usr/bin/python (on target) or ${STAGING_BINDIR_NATIVE}/python on host

 3. createrepo now has a new dependency of yum
   some library functions regarding xml are leveraging yum, a new yum recipe needs to be added before createrepo can be used.

Yes, I found ${STAGING_BINDIR_NATIVE}/createrepo is missing now...

createrepo after 0.9.* moved to using YUM python classes and libraries, since we are not moving in that direction yet, I have reverted to the 0.9.9 Update
