When you use the type ahead for the dependent layers in the import layer page, Firefox (on Linux) will show the matching layers from the entire layer index.

However, when using Chrome only the core three layers are offered, limiting its use given that the add button is disabled for all other otherwise valid layer names.

Never mind. 

This was accidentally a "local project", where there are in fact only three layers available.
