In some ways devtool and devshell are used towards similar ends, or at least there is an intersection. We should work out if there is a way they can be used together directly.

Based on a BOF discussion at ELCE 2017, Richard suggested the possibility of having task-specific shell functionality within devtool, since one of the limitations of the current devshell is that it has to be generic to the recipe and doesn't have any of the variables set for particular tasks. This would functionally replace devshell.
