Rather than using build-compare in package-feed stability we should adopt the tools from the reproducible-builds[3] project.

These tools are widely used and well maintained and will be useful in other areas of the project as we improve reproducibility and testing for it.

I created the recipes needed to include diffoscope into OE-core.
