It would be nice to have a feature, where toaster can read the IMAGE_FSTYPES from image recipes apart from the global config. There can be a situation where user had configured in the image recipe to include a particular type which might be missing in the global config. So this will help toaster to display them and would help user.

This is moved to 2.4 to allow time for proper resolution, since we are covered for 2.3 with recent wic artifact patch.
