If you build irda-utils with master you get the following warning:

WARNING: irda-utils-0.9.18-r0 do_populate_lic: Could not copy license file /home/paul/poky/poky/build/tmp/work/core2-64-poky-linux/irda-utils/0.9.18-r0/irda-utils-0.9.18/irdadump/irdadump.c to /home/paul/poky/poky/build/tmp/work/core2-64-poky-linux/irda-utils/0.9.18-r0/license-destdir/irda-utils/irdadump.c: 'utf-8' codec can't decode byte 0xf8 in position 874: invalid start byte

I'm not entirely sure why we need to be reading the file at this point to the extent that encoding would be an issue, but in any case we shouldn't be tripping up on files that aren't valid UTF-8.

It's because we're extracting the license section from the file.
