which is due to xz-native not having been unpacked.

$ bitbake xz-native

works.

The underlying issue has now been fixed for devtool add / recipetool create, but this bug is actually about devtool modify, which will require quite a bit of reworking in order to fix (basically because there we are executing a task, doing some processing, executing the next task...)
