On the first time of system boot, udevd does exist, and it could be shown in "ps ax | grep udevd". However since the second boot, the daemon no longer exists, which will have problems for creating the /dev/ nodes.
Root cause is the udev script, where it has a piece of code: if [ -e /etc/dev.tar ]; then (cd /; tar xf /etc/dev.tar 2>&1 | grep -v 'time stamp') not_first_boot=1 fi The grep command will return 1 if not found the "time stamp", which cause the udevd start failure. I will commit a patch to fix it.
