STEPS TO REPRODUCE: 

1.-clone poky
2.-source oe-init-build-env
3.-oe-selftest oe-selftest --run-all 


EXPECTED RESULT

All test cases should be OK 


ACTUAL RESULT

When running selftest on GDC AB Ubuntu16.04 is failing with below output:
FAIL [2.899s]: test_recipetool_create (oeqa.selftest.recipetool.RecipetoolTests)

Verified, tested with commit b6a1004c73820cff833f2b6f09d2432706f5447a selftest completed without error.

This fault also comes out in krogoth

This was resolved in the commit added immediately after the 2.1.3 build. It just fixes the test so no point in respinning 2.1.3 just for this and it should be resolved now.
