Qt4 is SO OLD and SO BROKEN that we should just drop it from the autobuilder for master builds.

If we bump the layer version in core, can the AB do nothing with qt4 please: no fetching, no building, nothing.

We can't easily stop the layer from being cloned but we can stop it being included in bblayers.conf (and therefore building).

Please update the bug when the layer version has been bumped.
