the way oe-setup-rpmrepo searches for createrepo_c does not work with RSS. It should probably just use/leverage oe-run-native.

Docs: we need to document how to use the repo from the target side as well.

scripts/oe-setup-rpmrepo: remove the script
After we switched to RSS, this script was not working for a long time.
'bitbake package-index' can do the same thing and works well. So remove
this script.
