I've retested nightly-qa-logrotate four times to make sure, and all of them passed. They were tested in the following workers: opensuse422.yctb.zpn.intel.com #12 fedora24.yctb.zpn.intel.com #13 ubuntu1704.yctb.zpn.intel.com #14 ubuntu1604.yctb.zpn.intel.com #15 I don't know why it failed in the first time, so I couldn't reproduce it anymore.
It appears the question is answered. I would suggest you close this works for me.
Odd and mysterious. Could be a race but its going to be very rare and not easy to find.
