There are a few problems with the generated links to layers.

1) The default layers from the Toaster fixtures are not setting the 'vcs_web_url' values, nor are they updated when the true layer information from the layer index is loaded.

This makes the respective links fail in the regular and custom image pages.

2) Links and their resources are being concatenated incorrectly, breaking access to the upstream layer artifacts.

This defect is covered by the fix in 12006.
