We have observed issues on the Yocto Project Autobuilder clusters which seem like one or more of the tap devices have become corrupted.

It would be useful to have a script which can validate that the device is correctly configured and usable.

Note: filed against OE-Core because other, non Autobuilder, users have observed long-lived tap devices becoming unusable.
