This is what I do on a custom kernel:

bitbake linux-yocto-custom -c cleansstate
bitbake linux-yocto-custom -c menuconfig

I enable IKCONFIG_PROC and friends

bitbake linux-yocto-custom -c diffconfig

This happens:

but thankfully the fragment is still created:

Literally being merged into rocko now.
