There are some syntax changes needed to allow Toaster to work with Django 1.11

* Remove the "import patterns" in the three url files. This was left over from the previous Toaster port to Django 1.10.

* Change "django.core.context_processors.request" to "django.template.context_processors.request" in the settings.py file


* Update Toaster's Django version RegEx so that 1.10* > 1.9*
