Toaster needs to support a workflow where the interface allows access and analysis of captured builds, but disables users from creating and build new projects (on the admin's host).

This restores a workflow from the original Toaster implementation before Project build was introduced.

This workflow is enabled with Toaster is started with the "nobuild" option, which disabled/hides the (a) "New Project" button, the (b) "All Projects" link, and (c) skips starting the build manager backend.

Also when selected, the initial splash screen needs to hide the project/build support.
