You need to add util-linux-lscpu package to your image:

http://git.yoctoproject.org/cgit/cgit.cgi/poky/tree/meta/recipes-core/util-linux/util-linux.inc#n33

e.g. IMAGE_INSTALL += "util-linux-lscpu"

A few things to keep in mind:

* This bugzilla is for OE-Core which does not include the dragonboard or the rpb-desktop-image
* Just because something is built, it doesn't mean it would get included in an image, the image does need to explictly say what it needs to include.

I therefore suspect that you need to include this in your image (through something like IMAGE_INSTALL_append += "util-linux-lscpu")

I thought, like any other package that just by adding:
RDEPENDS_packagegroup-rpb = "linux-util"
will be enough to inlcude all the files in the package.
Thanks for clarifying.

Warm regards,
Ramon.
