it appears to be a meta-intel issue: http://git.yoctoproject.org/cgit/cgit.cgi/meta-intel/commit/?h=rocko&id=fe3841530e8925f5fa416ea3c3b6010bdca1845e introduced the issue. For some reason meta-intel rocko is supporting 4.14 kernel.
meta-intel is affecting the base layers when with "qemux86" is enabled. it should not.
SRC_URI_append = " file://0001-ioctl.c-Fix-build-with-linux-4.13.patch" needs to only be included if using linux-intel or Intel MACHINE

But, I think this specific patch should be included in OE-Core rocko instead because this issue would affect all layers that build their own kernel that is based on 4.14 or above. ok, I went ahead and pull in some cyrptodev patches to Rocko is in stable/rocko-nmut pending next build.
