Could you provide some further information please: Do you know when the regression was introduced? When was this last known to work? Which MACHINE and/or configuration reproduces this?
The issue is introduce some time after sumo. We are on the sumo release right now and it works fine. We have our own custom layer for our machine. I haven't had time to narrow the issue with the latest and provide a simple machine layer to isolate the issue. But I think these configuration parameters are creating the error with latest yocto. It seems you are trying to generate a toolchain for cortex-m0 eventually, so I think you will have to disable vfp as well. Probably, you can try using DEFAULTTUNE_virtclass-multilib-softfp = "armv6t-novfp"

I think now its trying to build glibc and failing with different error. So this patch would probably fix current needs by changing to armv6-novfp. Note: tuning set to armv6 still fails during compile stage (which used to work with sumo release)
Khem sent the glibc piece of this, I've also sent a similar patch which resolves the libgcc/gcc-runtime pieces.
