After PAM enabled for 'at' package, the 'at' command can't be run by a non-root user:
$ at now
> ls
> "ctrl+D"

Error message is: 
Can't signal atd (permission denied)

commit 90d20d0d63d273218eeff0b592e5b0783e8259f8 to fix this bug

It is a little wired that I mess the commit id up. The correct id is
