When we build a toolchain with headers we currently just build meta-toolchain-sdk, which includes the GMAE toolchain headers.

It would be more useful to users if we included the -dev and -dbg packages for the image contents.

Would we include *all* -dev and -dbg packages or some subset? If a subset how do we determine an appropriate subset?

For 1.1, the feature will trigger all -dev packages to be built.  As to customization, a separate enhancement bug 1303 is filed.
