newlib support has been added to yocto but is missing in documentation.conf for TCLIBC[doc]

Richard fixed this in the http://git.yoctoproject.org/cgit.cgi/poky/commit/?id=6881cf422961ddee35469675bda98be619f890aa.  

Documentation has been updated as well. See https://yoctoproject.org/docs/2.6/ref-manual/ref-manual.html#var-TCLIBC.  

The bug is set to RESOLVED/FIXED.  I am going to set the doc flag to "done" as well.
