yocto-check-layer needs to first capture signatures without the layer under test included, then add the layer under test and see what signatures have changed. So for that initial capture to work the layer under test has to be absent from BBLAYERS.

1) yocto-check-layer should fail with an error if the layer under test is already in BBLAYERS.

2) The documentation should explain this requirement.
