On boot, the following error is observed on the qemuarm and qemuarm64 serial consoles

INIT: Id "hvc0" respawning too fast: disabled for 5 minutes


It does not appear to affect the functionality, but undetermined if the virtio serial is functional in this case.

Patch submitted to mailing list. Just need to set SERIAL_CONSOLES_CHECK in qemuarm.conf and qemuarm64.conf.
