libxml-native uses the XML catalog at /etc/xml/catalog, instead of SYSROOT_NATIVE/etc/xml/catalog.

(and when it does use the native catalog, we need to populate it)

Fixed, sort of, with 28c58cff76b24cea2745352c6557a81c04d85138.
