gcc 9.1.0 do_install error:

ln: failed to create symbolic link '.../tmp/work/armv7ahf-neon-oemllib32-linux-gnueabi/lib32-gcc-runtime/9.1.0-r0
/image/usr/include/c++/9.1.0/arm-oe-linux-gnueabi/bits': No such file or directory

this appeared after this commit:
