libdrm: disable etnaviv by default

Hello,

I realized that the etnaviv in libdrm has a GPL license, it seems better to set it as disable by default, but I would like to hear your opinion.

I disagree. If the driver has a difference license then the packaging should make that clear, so the license manifest can be used to verify license compliance.

That one header file isn't really GPL in the context it is being used in.
