When init manager is sysvinit, trying to build out container image without sysvinit will have problem for some packages. Their postinstall will fail.

For systemd, there's currently no such problem.

Seems that nobody cares about container and binary repo support with sysvinit.
With systemd, we are sure that everything's OK.
