When an item has it's status changed, there is nothing kept in the history on when or who did this.  I'd like to know who made the change and when in case we find we miss something.

Additionally, changing the public (or private) comment doesn't capture anything in the history.  (We don't need to capture the COMMENT in the history, especially the private one.  But we should capture that someone added/modified the comment and when.)

This feature is not being used. Will fix it if renewed.
