meta-kernel is used by meta-arm for some BSPs.  However, in some configurations every recipe in the layer will be skipped, so the BBFILE_PATTERN test fails:

WARNING: No bb files in default matched BBFILE_PATTERN_meta-kernel '^/home/ross/Yocto/meta-kernel/'

All of the kernels were skipped:
linux-stable was skipped: PREFERRED_PROVIDER_virtual/kernel set to linux-yocto, not linux-stable

And the one other recipe is rpi-specific.

By dumping the contents of pkg_fn it is clear that skipped recipes are removed from that list.
