The issue is that the files are owned by "6/12" instead of "man/man". The build on fedora33-ty-1 correctly builds as "man/man", worryingly everything else appears to be building as "6/12". The IDs are in base-passwd by default and there is a recipe dependency on base-passwd.

Reproducer locally is:

bitbake man-db
bitbake man-db -c clean
bitbake man-db -c package_write_deb -f

after which the resulting deb is 6/12 ownership instead of man/man.
