This was a dunfell build and pcmanfm has been updated to 1.3.2 in master since then.

Believe this was fixed by a buildtools upgrade to include extra locale info: http://git.yoctoproject.org/cgit.cgi/yocto-autobuilder-helper/commit/?h=dunfell&id=03324adbe8736ef7dcdd116c59968c8534dd88c1
