Completely remove the distutils* bbclasses from oe-core (with a mechanism to warn they have been moved to meta-python)

Update docs to show the move (while removing the variables and bbclasses sections).

I had previously staged this. The real work will be in the changes to docs.

The original plan was to move the classes to meta-python, but Armin brought up that it might be better to move to meta-oe.

The removal from oe-core has been merged.

The patches are in master-next for meta-python and will be merged shortly.
