Richard has decided that the new LTS version should be called 4.0 after its release.  So please make some bulk moves.
3.5.1 -> 4.0.1
3.6 -> 4.1
3.6 M1 -> 4.1 M1
3.6 M2 -> 4.1 M2
3.6 M3 -> 4.1 M3
3.6 M4 -> 4.1 M4
3.7 -> 4.2 (It looks like 3.7 never was created.)
3.99 -> 4.99

Richard asks we leave the existing 3.5, 3.5 M3, and 3.5 M4 alone.
We also need 3.1.17 and 3.1.18 created.

Please do let me know if we need to update 3.5 -> 4.0 now that we have an approved RC.

I see the new items, but the changes haven't happened yet.
3.6 -> 4.1
3.6 M1 -> 4.1 M1
3.6 M2 -> 4.1 M2
3.6 M3 -> 4.1 M3

3.99 -> 4.99
3.5.1 -> 4.0.1

I've updated several additional fields and I think this is complete now.

I also checked in with the team and now that the 4.0 release is complete we are ready to update 3.5 and the 3.5 milestones to 4.0 so I've done that as well.

If you find any remaining references to 3.6, 3.99, or 3.5.1 please describe where you see it so I can track them down in the database.
