I just did a build using the autobuilder sstate with dunfell. It re-used perl-native from sstate, tried to build liberror-perl, and failed: | DEBUG: Executing shell function do_configure | Can't locate Config_heavy-target.pl: /home/pokybuild/yocto-worker/qemuarm64-ptest/build/build/tmp/work/aarch64-linux/perl-native/5.30.1-r0/recipe-sysroot-native/usr/lib/perl5/site_perl/5.30.1/aarch64-linux/Config_heavy-target.pl: Permission denied at /home/ross/poky/build/tmp/work/core2-64-poky-linux/liberror-perl/0.17029-r0/recipe-sysroot-native/usr/bin/perl-native/../../../usr/lib/perl5/5.30.1/aarch64-linux/Config.pm line 88. | Compilation failed in require at /home/ross/poky/build/tmp/work/core2-64-poky-linux/liberror-perl/0.17029-r0/recipe-sysroot-native/usr/bin/perl-native/../../../usr/lib/perl5/5.30.1/ExtUtils/MakeMaker.pm line 9. Permission Denied because I'm not running as pokybuild, but it's trying to access that user's home directory.

https://git.yoctoproject.org/poky/commit/?id=2e84bb1971d1b9511f26d5ff885fdb5f5c09a788 maybe helps?
Dunfell is EOL and I've not seen this since, so maybe that did fix it.
