Toaster needs to update to support Django 4.

Not only is the now the base version for modern hosts and for YP's version of Django, that version also addresses known CVEs.

An initial patch has pasted basic testing, now being confirmed with multiple configurations.

Ideally it should be upgraded to and pinned to the Django LTS release, which is 4.2. Supported through April 2026.

Yes, the patch indeed takes us to Django 4.2, which also gets us past some nasty CVEs.
